Novo was born and raised in the town of Alicia, province of Isabela. He is the fourth of six siblings of the late Municipal Trial Court Judge, Rufo Ramos, Jr. and civil servant, Josephine Foronda. He graduated Cumlaude in Bachelor of Secondary Education at the Philippine Normal University-Isabela Campus (PNU-IC) and passed the Licensure Examinations for Teachers in the same year. While studying, he served as Chairman of the Sangguniang Kabataan (Youth Council) and ex-officio Kagawad (Councilor) of the Sangguniang Barangay (Village Council) of Magsaysay, Alicia, Isabela. He also became the President of the Supreme Student Council of PNU-IC, for which he was appointed by the Mayor as a Member of the Municipal Peace and Order Council to represent the youth sector.
He had his first job at the Local Government Unit of Alicia, Isabela and assigned at the Mayor’s Office. He also worked as Political Affairs Officer of Congressman Ramon Reyes at the House of Representatives. He became a Lecturer for a while at the University of Manila. Prior to his stay in the United Kingdom, he was the Secretary to the Sangguniang Panlalawigan (Provincial Secretary) of the Province of Isabela.
He was a working student when he entered law school at the Far Eastern University (FEU), Manila. He won as President of the Law Student Council of FEU and represented the school to the Association of Law Students of the Philippines (ALSP). He was an officer of the Tau Kappa Phi Exclusive Fraternal Order in FEU Law and an active alumnus thereof.
He became a lawyer after passing the 2006 Bar Examinations. He extended and continues to extend his legal services specially to the poor for free. However, he had to sacrifice his career and profession to join his family in the UK after his wife, Sharlene Cadiz-Ramos, who works as a Nurse therein, gave birth to their first baby and a second one thereafter.
